This is an early aluminum german army belt buckle. Originaslly was painted green, but paint doesn't stick well to aluminum, so that is why they typically look like this. the dark are on the right side of the front is not paint, it is some old spill. Best to not clean these things. But if you insist, dish soap and a toothbrush.
